I can't stand the stuff, and I know many others who feel exactly the same as me.
Having said that: - Legalise it and tax it to fuck, but make it a big no operate heavy machinery, vehicles, perform surgery, or do anything else which requires you to be compus mentus whilst under the influence, and only allow it to be consumed in the confines of a private dwelling.

Use a proportion of these tax revenues to create a team of snipers to execute anyone caught breaking these rules on the spot.

That sounds alright to me, with maybe some places too like special clubs.
They might have to re-think the indoor-smoking rules though if they do go ahead.

I don't think that they should have ever been brought in, not in their current form.
Public houses and clubs should have had to have had a properly ventilated designated smokers area. The smoking ban had a massive effect on public houses, no matter what CAMRA may claim to the contrary.

what effect?

Drastic drop in takings.
I was working across three different city centre pubs, two social clubs and a small out of town pub when the ban came in (Cellar maintenance and a few other bits.) The city centre pubs lost about 20% of their gross revenue revenue when the ban was implemented, the social clubs lost about 45% (Although their customers were dying off rapidly anyway) Within a year, the small out of town pub was closed by the brewery and the site sold to be converted to flats.
