It attains a change at a limited cost to the main two parties.
But don't let it discourage you, after all it's listening to pricks like Matthew Elliott and letting him have you believe there's no chance to change it now that makes that happen.
In that referendum you could be certain of one thing, that you were voting for AV and that's it, that's what I did, because it was the only offer on the table.
