Sadly I suspect you are right.The whole thing flags up lots of long-term problems which need fixing - schooling etc, but I suspect that they will all be ignored for quick fixes in dealing with crime after the event.

I was more worrying about headteachers recommending that parents say "no" moreand blaming the riots on a failure of parents to say "no". And then the parents say "no" to their kids a lot, thinking that they're instilling a sense of discipline and obedience, resulting in kids who are both angrier and more ignorant (because they haven't been allowed experiences), and worse at relating to people (because any attempt at negotiation over something they want just leads to "no").
