who is to be blamed for having generated those chavs?
I don't live in UK either and can't draw a direct correlation between british chavs and specific 'low class' groups around here, but I get a bit worried when people start point fingers at someone else and forget that this 'society' concept includes a complex relation of causes and effects, and nothing happens if there isn't a cause. In my view from this side of the globe, as peculiar as every country can be, the question that almost never gets asked is 'what might I have done wrong to have cause this?', while it is often the most important answer in the way to minimize those conflicts.
