I'm aware of the program and I'm sure there must be an option
to set the frame rate of each frame?

Yes, there is,
and it run normally on my computer. But when I upload them, they slow down a bit.

But even so I do love your animations.
The slo-mo effect really adds something to the gif which is a bit spoilt by speeding it up so keep as you are.
Edit: One thing I learnt is that certain browsers can be bad at interpreting frame-rates and sometimes slowing the animation's original frame rate in your gif maker can make it run faster on the browser.
