how are the colours done. And are you using some kind of displacement map for the distortion, or is it all done with the warp mesh tool?

1) Get image of a real bubble
2) Mesh warp the bubble to roughly match all the major features of an object
3) Group the bubbles together and use the clone tool to remove the join lines

I didn't realize you were using a bubble source pic, I thought you'd created the bubble effect in PS.

You've also put a distorted version of the background into the bubble though, right? Do you just make a copy and link the layer to the bubble before distorting it and set it to overlay or something? I really am curious.

Yes, just overlay the background onto the bubble (as a new layer) then group it before mesh warping.
