If you read the articles in the links above you'll see that the tents are occupied when they're supposed to be, i.e. at night. Not during the daytime when the Daily Telegraph pictures were taken - you can use thermal imagers during the day you know.

The police denied having originated the number, and the Councillor then changed his story, saying the statistic didn't come from "official sources." The Daily Telegraph, meanwhile, is using flaky thermal cameras trained on the tents before the protesters' normal bedtime to "prove" that it's all a Potemkin village"
