'For file size, 50k has always been a good target for a still image, but anything up to 100KB is acceptable. Likewise, animated gifs should be kept as small as possible, but never exceed 400 KB. file sizes are really fucking with me recently. i still feel photoshop isnt too great at compressing / im certainly way too stupid for compressing pictures so its frustrating. i tend to see those really long movie like gifs on here and they seem to be fine while i already struggle with a single picture going up and down. i seriously just dont get it. i mean i reduced the colours until you are still able to see whats going on.

most standalone gif makers seem to work better going by peoples complaints.
If you can find it I'd suggest Animation Shop that came with Paint Shop Pro about 10 years ago.

came with my copy of psp i bought eons ago yet the exports were always bigger than PS exports :C
i tend to do my animations in flash but that just gives you bad colours. loading each frame into ps is a pain in the anus. im wondering if there arent any clever ways to keep gifs small. like in this case: its just an interpolation of a still. it isn't individual keys so actually the file COULD be small. beats me. (sorry for the long text)
