I doubt it's holographic
just a projection on a screen which is why there is no level of transparency and why Snoop at no point tries to walk around or through the projection.
But I do think it's a 3D face remap on an actor's body or a full 3D model of Tupac - actually it might just be a a standard 2D projection from a previously recorded show.
They used the face remap technology of Oliver Reed after he died during the filming of Gladiator I think this is more current and better software doing the same thing.

Yeah - face remap is probably it.
His movement and trouser cloth looks too good for CG

Yes I'd agree even with 3D renders thesedays which are great but they still look like just that, 3D renders.
So I'd go with face projection/remapping.
