Does anyone know what the process is called when you use the pixel-change info from one video clip and insert it into a different one? I think it's done using WMVs.

# Pretty easy to do using a scriptable video editor.
I did a glitched version of The Wizard of Oz (full film, so a bit long to post here) using a custom script I wrote for Avidemux, which removed the I frames and repeated other frames in various different ways to achieve different effects.
