He's clearly talented, and I wish him well, but I haven't a clue about who he should try to get in touch with.All I can think of is for him to bombard the companies/agencies he likes with examples of his work, and hope that someone recognises his ability.

Very much this.Additionally enter any and all competitions you can find relating to the practice, ask for experience in illustration studios if there are any nearby. Furthermore go networking in art shows.
