"Call-me-Kenneth" was a rogue robot in an early Judge Dredd story
And the head is that of Kenneth Williams, a popular homosexual/comedic actor from several years ago.

Yeah, almost as catchy as Eric Morcambe's:
SLICEY DICEY!
ONCEY TWICEY!
CLAW AND FANG'LL KILL ERN NICEY!
:D

Simply draw Dredd nearer to your sphere...
Do not fear the sphere...why fear any sphere?

There is a genuine Dredd story somewhere called 'Carry on Judging'
with caricatures of the Carry-On lot. Sid and Babs are Judges, and there's a two-headed mutant Bresslaw/Hawtrey. It ends with the real Judges busting a film club for an illegal showing of it. Almost as good as the Mr Benn spoof, where he ends up shot for impersonating a Judge, and the real Judge wakes up in his underwear in the costume shop changing room.
