(Edit: according to the mighty Wikipedia you're looking more at sulphur dichloride being a major ingredient than sulphur dioxide -- apparently each molecule is made up of two blocks of chlorine bound to two carbon dihydrodide (whatever the fuck that's called, I last did chemistry in 1996 for fuck's sake - Wikipedia tells me methylene is a beautifully ambiguous name for it), each bound to a sulphur. Or something.)

The sulphur atom
activates the ethylenes, which in turn rapidly shift off the chlorines, allowing it to crosslink your DNA. Incidentally, that's also the source of its anticancer ability.
