Maybe he's speaking in metaphorBy "reptilian alien shapeshifter" he's really saying "cold-blooded, predatory humans that don't see themselves as like other humans, and can change their personalities to match whoever they're trying to charm". Like sociopathic businesspeople and politicians. And of course, royalty.
