# if it is an encapsulated postscript file then it can contain non vector elements, for instance think of it as a container holding the vectors but also containing a separate bitmap .bmp file
A true vector graphic would only contain the vectors needed to draw the image and probably the colours to fill parts of the image. A scalable vector graphic .svg file may be an example of this.

so long as you include a vector-based clipping path in the file. But preferably make the whole thing in Illustrator to begin with.
