I think in a choice between a guy with what looks like a bomb belt on, or some bloke in a suit holding a knife, I reckon Mr Bomb-belt is gonna get the bullet first.

looked to me like they only shot him once they saw a potential bomb in any case, or he'd still be alive.

Standing around holding a knife doesn't seem the smartest move but who knows how anyone would react in such a situation.
