Oh I'm nearly certain it's sock puppeteeringhaving conducted my own deep investigation into the PP mystery (friending all active users to spy on their likes). Over a couple of weeks I saw him receive a small handful of likes from actual users, but not enough to get each and every one of his dreadful pictures PP'd.

That system won't include active lurkers (ie people who click like but don't comment)and at quiet times, getting on the PP doesn't really take much.
