as the water is no longer flowing in its channel, it slows, and as water slows, it drops its load in weight order from heaviest down to lightest. as soon as it rises out of the bank, it drops sand and pebbles, which form levées. of course, many in america are artifically expanded upon to protect the people stupid enough to live on the flood plain.

slang for reservoir. So drove the chevy to the levée, is tenuously driving the chevy to the resevoir (of gasoline, gas station). The song was set during the oil crisis, so there's no gas - the levée is dry.

I'm guessing no one made a model of car that was an easy rhyme with "24 hour".
