Fireworks has most things people need for 2D work, butPhotoshop has the edge (better interface, better brushes, better third party support, and is much faster)
Fireworks is better for animation though (and is web orientated). The only thing it lacks if a import function for video (I am SO glad that ImageReady can do that; I would be shafted if it didn't)
