No.But the old system only allowed for 1,000,000 numbers, when you take into account people getting second lines, numbers which are unusable because they already start with a prefix used for something else (999xxx, 100xxx 0xxxxx etc) and the fact that certain ranges are assigned to certain operators, you cut down on your choices rather dramatically. For instance, BT may run out of 20xxxxxx numbers but NTL will still have some left, because certain ranges belong entirely to NTL, some are entirely BT.
