try use an onion-skinning mode
to see where the base is in the previous frame, so you can match it to the next. that should give decent wobble

...depending on the program you are using, set the pivot point of your rotation at the bottom rather than the middle.

you can change the pivot point...
...with the free transform tool.
select the object you want to move, click the free transform tool and move the little white circle - this is the pivot point.
