use animation studio (comes with Paint Shop Pro) it has a resize command, which does it nicely

I really don't know, people with more flash knowledge than me were saying the best thing to do is export all the frames, and then use something like imageready or animation shop to put them all back together as a gif. then you can resize and optimise it (but fades are hard to optimise anyway).
