Gunstar Heroes was goodThough I found it a little easy if you went and took the Lightning Chaser (Blue/Green).
For me though the best one is still Sonic 3 & Knuckles, as good today as it was then.
Honourable mentions go to Rocket Knight Adventures, and Sparkster as you just felt so cool playing it.
