There's no a lot of hidden techniques going on there. It's just making the face smaller and filling in the gaps with flesh colours... unless there's a special kind you have in mind, in which case do you have a link to an example?

# Righto then.
I would select the face and copy it to a new layer, then turn that layer off.
Use the clone tool to remove the face.
Resize your new face layer and that should be about it.
