thats because you are probably printing it
with a "fit to page" setting or just a printer that isn;t as compatible as it should be.

by finding the settings for the printer
that make it print at the size of the package.
(Print Options under File in most packages)
Chances are you'll need to do a few test prints, measuring the results with a ruler to be sure.
But 300Dpi should do you for that size.
