Because the words are different lengths so you can see how proper text of different word lengths will look with diferent justifications

instead of it all being words of a certain length.

Also, the words

are all different lengths because from just looking over the text in a glancing fashion, it appears as if it's proper written English
(or whatever language may be popular at the time) therefore making it seem more completed than it actually is.

dont' know where it originated,

but it's been used as a placeholder for text e.g. in website templates since the dawn of www

i haven't yet checked the company's spam filter today... many spammers use bogus text like that to trick the filter (not that it would actually work)
