i remember being taught this

during AS IT (snore) but am i also right in asuming that if i save above vector and open it in PSP it'll become de-vectorised and will look shitty when scaled up?

if you save it in a vector format PSP will open it in vector format and will scale it up properly... PSP understands vector images.
