# Photoshop for preference
but if you can be arsed to get to get to grips with gimp it's not too bad, and free. Just very user unfriendly.

# gimp works fine for me
it seemed reasonably intuitative, but ive never used photoshop to compare, and gimp is definately very easy for making aminated gifs

# I haven't bothered getting to grips with the animation lark in gimp
but it does me okay at work for making pics. It's just if I was doing them in Photoshop I know they'd take half the time.

# its extreemly simple
each frame as a layer
in layer name, add "(Xms)" where X is number of milliseconds for that frame to show
save as gif, and select the save as animation bit
done
filters-animation -playback for preview before you save

I use the gimp and am totally lost on photoshop. (And photoshop is totally lost on me. :)
