take the one line, dupe layer, move down 2 pixels, merge. Now you have a layer with 2 lines. Dupe that, move it, and merge, and repeat -- it grows exponentially.

Someone has said something about a pattern thingie, but I am yet to discover where this is..
I find my way to be reliable enough, I don't care if it takes time, my animations all take fucking hours anyway ^_^

top pixel black,
bottom pixel transparent
save as scanline.psd
Edit,Define Pattern
then in original image/anim:
new top layer,
Edit,Fill,choose pattern
choose scanlines.
