Make a new layer at the top
Then get the pencil tool and make a black line 1px tall along the whole layer.
Then copy/paste to cover the image.
This is my method, I'm sure its quicker another way.

yes
take the one line, dupe layer, move down 2 pixels, merge. Now you have a layer with 2 lines. Dupe that, move it, and merge, and repeat -- it grows exponentially.

This is exactly what I do =]
Someone has said something about a pattern thingie, but I am yet to discover where this is..
I find my way to be reliable enough, I don't care if it takes time, my animations all take fucking hours anyway ^_^

[..arr,
try:
make new file. 1x2
top pixel black,
bottom pixel transparent
save as scanline.psd
Edit,Define Pattern
then in original image/anim:
new top layer,
Edit,Fill,choose pattern
choose scanlines.
Profit!]

Would it look better with a 50% grey line?
Or a grey line at the average brightness of the overall animation?

I collect them with these:

Although, I shall stop for a while, as people might not like me for it..

Haha
Sorry, I'll actually stop for a while.
It's just a redirect line in the .htaccess file of my site.
I started out using it to make custom error pages, but then discovered I could use it to ruin peoples lives with horses =]

I shall experiment with this tomorrow
It almost makes up for all the horses you've thrown my way.

I apologise =]
I don't like to trick people into shock sites.
But horses seems like a much more friendly version.
I'm sure some people hate me for it, but I only do it to be creative ^_^
