Hmm, neither.
It was just an explosive device - didn't look like it had any projectiles in it, I think it was intended to scare rather than anything else - probably chavs who hate bells on Sundays or somesuch - might have started a fire or put out some windows, but unlikely to kill you if you weren't holding it.

My mother used to get me KMnO4 to make smaller pipe bombs.
My old man caught me making electrically ignited pipe bombs in his shed and went mad.
Apparently bending copper can cause enough heat to ignite powder - he took me to the hardware store to get threaded tube caps and some grease.
