forgive my ignorance but are 5x100k gifs any bigger than 1x500k gif, i do understand the dial up bit.

Or to put it another way, if you're on b3ta for an hour or two each day, you'll end up using less bandwidth if people stay inside the filesize limits, and be less likely to go over your limit and have to pay.

But I think it's safe to assume that if everyone kept within the guidelines bandwitch usage wouldn't be as high.

I see where you are coming from though. George Bush had the same idea to get around the Kyoto agreement.
