actually

the resize doesn't help much. It's the 400k that's the problem. If you resize the image to 280pixels wide and upload it again then the file size will also come down.

but that doesn't reduce

the download time, it only reduces the rendered pic on the browser....400K 'resized' like that is still 400K to download....what anim package are you using?
