Yes.He plays an odd, boring, mumbly person. But then a lot of actors don't act. Look at Michael Caine, but not for too long because he'll probably tell you to "stop bloody staring", and "clear off".

I likethe way he plays on those Whacky Crazy characters
that have the same facial ticks and twitches and
leave tremendous pauses interspersed with um and ahs when they speak.
