that's just where I heard it first. The ruler of the universe is an old man who lives in a shack and talks to his cat, and speculates whether his cat thinks all these important visitors are coming along to sing songs to it. Then speculates whether they *are* singing songs to his cat and he merely believes they're coming to ask him what to do.

This is true that possibly the only people who could be even vaguely fair and permissive governers are ultimately the people who wouldn't touch it with a bargepole.
People are fickle, if you try to be egalitarian they ask why their tax money is going to some subculture they dislike. A fair ruler would be always be hated.
