It's easy, you duplicate the layer and set the Hue to plus 30 (or some other fraction of 360 but 30 makes for 11 frames which seems a good amount)And repeat that with each new layer till you wrap around to the original colours, then make them into an amination by turning each one on in turn, and Bob's your Aunty, simple as that.
The real trick is finding a good pic that it works well with, tho, and as soon as I saw this one...

Er... actually it turns out I wrote a script to do it rather than an action... no idea why.The script goes here on a default Windoze install:
C:\Program Files\Adobe\Adobe Photoshop CS3\Presets\Scripts
It's tested on CS2 and CS3 versions of PS.
Once you've run the script go into IR or open the animation window (depending on your CS version) and tell it to make frames from layers, then just throw away the frames with the hue/sat layer and the original (background) layer in them.
