they're usually in the shape of ceramic birds
you put them in the middle of the pie, then put the pie top on and poke the bird's beak through the pastry. it lets out steam and keeps the crust crusty.

As I recall my mum's steak and kidney pie used a similar doodah but it looked like a tiny castle and made no whistles. Rather tasty pie though, I think I broke my veggyism a couple of times due to the nomnomness.
