Hall Moniters sound like dicks.
I can imagine them to be all 'I AM THE LAW. GO TO HELL, DICKBASKET'

They're fine if you're not cutting class.
Oh, they enforce the dress code, too.

How the hell can you have a dress code if you don't wear uniform?
In my old school there was no jewellery or colourful hair allowed.
In Truro, elaborate looks are celebrated :P

You can't have tank top straps that are less than two fingers thick
Skirts have to hit at least where your fingers hit on your legs. No back or midriff showing. No tote bags for school books. Etc.

Well
the clothes thing is because they say it 'causes a distraction' and the bag thing is because the school halls are overcrowded and there's no extra room for totes or anything.
Oh, and guys' pants have to be up at their waist.
