I'm in favour of somekind of advance driving certificateif you can prove you can handle driving at speed and are fully aware of the hazards of speeding then perhaps you should have a higher National Speed limit for those drivers - however what I have learnt is that 'Monkey See, Monkey Do' and Top Gear does a lot of Monkeying about.
