in photoshop , the fire is awesome if i do say so myself :D and yes i did draw it , i used amoke wisp tool on corel paintshop pro ,

one thing I would suggest is having the background layer scroll at a slower rate than the mid and foreground for a perspective illusion.
Maiden has a nice tutorial on her site:
