are you importing a quicktime movie or an avi/mpg?I don't think photoshop likes anything aside from .mov files.
I opened up bobmitch's video in after effects, exported it as a .mov then opened it up in photoshop (open video file as layers), and selected every 8th frame, lowered image size/colours etc
