Many BIOS configurations can be set to below CPU's stated rate.
This generates much less heat. Check the FAQ for your Motherboard.

edit: Usually not. F1 or other hot key to access hardware settings before OS boot.
If it is set by a jumper (little pegs on the board), yes it will.

Most CPUs will try to reduce heat by switching off. Some motherboards
have smart temp detection and can think there is a problem when there
is not. Such as the when temp detection is borked, but the fan is doing its job.

edit: There can also be the case where a RAM module is overheating.
But I may be telling/scaring you more than is needed, LOL.

Dirt is in the blades. Underclocking may let passive sink do the job.
But when it starts needing to work hard(and firefox is a real punk)
you are going to get shut down by the temp getting beyond threshold.

Simple paintbrush to remove lint from around the sinkblades and the fanblades
may be all that is needed. Clear airflow is the key--passive(sink) or active(fan).

that way the case will be earthed, and if you lean on the metal bits of the case while you poke you won't zap anything with static
