Let me let you into a little secret about Britain.Cameras on buses rarely work. They are run by the private bus operators and cost money. They are meant to deceive and deter. The same is true of trains.
Cameras on the roads meant to trap speeders rarely work. They cost money and only are working on lucrative routes that are profitable ( ie. The A40 ).
There is nothing sinister about that. The local government funded and operated CCTV cameras were all working.
Reading between the lines is not investigation nor is any conclusion come to by such conjecture evidence of anything. It is merely a wish to invent a theory to support an idea.
Also looking glass news is not a reputable nor unbiased source of 'data'.
