because it would imply that people who don't create are also not allowed to say how much they like the work of others.

Talkboard is for people who want to talk. The mainboard (imho) is for people who want to post and comment on others work.
HAVING SAID THAT, there really is no point in making comments like 'that's shit', it doesn't achieve anything and your opinion of of no more value than the original post.
The internet could be this wonderful wonderful place, chock full of funny pictures, gratuitous pornography and NICE people.

this is from a practical point of view (you wouldn't reply to spam saying you don't want any because it's shit as you know it will only encourage them to send you more)
And because not being nasty to posters is the ethos of B3ta. The site was designed to be a happy place without trolls and flames.
I know nowadays there is a lot of both, but that's because the users make it that way.
