They are essentially a little spinning top
used by young Jewish people over Channukah. The 4 sides are four aramaic letters that represent an acronym for Nes Gadol Haya Sham. Which means, "A Great thing happened there".
In Israel, they actually say Nes Gadol Haya Po, which means a great thing happened here, as the miracle they refer to, which was the resurection of the temple occured in Israel.
