If you made it in Paint and saved it as a JPEG, the quality goes RIGHT downthe JPEG encoder in Paint is either rubbish, or just set to v. low quality.

If you use 'save for web' it gives you various fancy options and updates the image as you adjust them,so you can optimise and keep and eye on quality.
