IIRC with it being on a US serverb3tan time is set manually what with the US having different DST dates.

Why not just use UTC or GMT?Okay, so at the moment, it is in GMT and UTC whereas we are in BST.
Every computer on my home network as the right time on it and it changes automatically - including leap seconds when needed (I've watched it out of curiosity, it goes 58, 59, 60, 00, 01,02 and so on when adding a leap second so it really does work)
