I think they seal the tube and then turn the element on which then burns all the oxygen
and leaves you with a vacuum. My guess it's cheaper than a vaccum machine?

Except...
Oxygen won't burn by itself (and our atmosphere is only about 20% Oxygen, the rest is mostly Nitrogen, which won't burn either).
There has to be some sort of vacuum machine to remove the gas. I think lighting it up is only to check if a vacuum has been achieved.
