The reasons for it having been made illegal in the first place are now no longer politically relevant.
Revenue from cigarette sales are falling rapidly and people are living longer so they need something new to tax and keep the populace sedate.

However as I have shares in a company the produces medicine from cannabis I'll lose money if it is legalised so win/win I suppose.
