if the jacket didn't destroy the bird completely, then it's not going to be very effective. Unless they just want people to be shocked by birds dying in mid-flight?

This is a normal post I was wondering this myself
I can only assume that this bird was actually a spy and the bomb was just there to stop it talking if captured.
